A WhatsApp chatbot development company in Dubai builds software that sits between your business WhatsApp number and your own systems. It answers routine questions, walks customers through structured tasks such as ordering or booking, sends updates your systems trigger, and passes the conversation to a person when needed.
The chatbot has three parts. The connection: your number registered on Meta's WhatsApp Business Platform, receiving messages through webhooks and sending through the API. Connect directly to the Cloud API when you want the lowest platform overhead and have a developer maintaining the integration; go through a Business Solution Provider (BSP) when you want a vendor dashboard, team inbox and support contract on top. Both use Meta's Cloud API underneath.
The older self-hosted option is gone. Meta's developer documentation gives 23 October 2025 as the sunset date for the On-Premises API and states that messages sent to or from numbers still registered on it will not be delivered. Any proposal that mentions installing WhatsApp API software on your own server is out of date.
Going direct means your developer handles webhooks, template management and monitoring, and you pay Meta's message fees on your own business portfolio. A BSP adds its own plan and, in return, gives you tools such as a shared inbox, broadcast tools and a support desk. A custom chatbot can run on either. We often build the logic as your own code, connected through whichever you choose, so switching BSPs later does not mean rebuilding flows.

What do you need before WhatsApp chatbot development starts?
You need a Meta business portfolio for your company, a phone number you control that is not active on the normal WhatsApp app (or that you are ready to migrate), a display name that matches your business, and access for your developer. Business verification helps with higher limits and trust.
Set these up in your own name. The business portfolio, the WhatsApp Business Account inside it and the phone number should all belong to your company, with the developer added as a partner or user. If a previous agency or freelancer registered the number under their portfolio, moving it is the first job.
Display names go through review. Meta's documentation lists statuses such as approved, pending review and declined for a number's display name, so choose one that clearly matches your trade name and website. A mismatch between the display name, your website and your trade licence is a common reason for delays.

WhatsApp template approval: categories, wording and common rejections
Any message you start outside the 24-hour customer service window must use a pre-approved template. Meta's documentation groups templates into three categories: marketing, utility and authentication. Utility templates must be non-promotional and either specific to or requested by the user, or essential to them; authentication templates carry one-time passcodes.
Category matters because it affects price and review. Meta validates the category you choose, and it can change an approved utility template to marketing if the content turns out to be promotional. So an order confirmation that also pushes a discount code will likely end up as marketing. Keep utility templates purely transactional and put offers in separate marketing templates sent only to opted-in customers.
Common reasons templates are rejected or recategorised: vague wording with no clear purpose, variables placed so the message could say anything, promotional language in a utility template, and links to unrelated domains. Meta also rates each template on how recipients respond. Its documentation notes that templates receiving negative feedback or low read-rates can be paused or disabled, and a template with any status other than approved cannot be sent. Good templates are short, expected and useful.
WhatsApp opt-in rules: how should a UAE business collect consent?
Ask clearly, record it, and make leaving easy. WhatsApp's business policy requires that you have permission before sending business-initiated messages, and that you respect requests to stop. In practice, marketing templates need an explicit opt-in, and every recipient should have a simple way to opt out.
Good opt-in points are the ones customers already pass through: a checkbox at online checkout, a line on a booking form, a question at the end of a chat, or a QR code at the till that opens a pre-filled WhatsApp message. The wording should name WhatsApp, your business and the kind of messages they will get, such as order updates or occasional offers.

There are two main designs. A catalogue-based flow uses WhatsApp's product catalogue and interactive messages, so customers browse images and add items to a basket. The important part happens after the customer taps confirm. Stock or availability is checked, delivery area and fee are applied, payment is taken by card link or marked as cash on delivery, and the order is written to your POS, online store, ERP or sheet. Syncing your WhatsApp chatbot with a CRM
Every conversation should create or update a contact in your CRM, tagged with source, language, opt-in status and what the customer wanted. Otherwise the chatbot becomes one more silo, and sales staff ask customers questions the bot already answered.
The sync runs both ways. Inbound, the chatbot writes contacts, leads, orders and bookings into the CRM. Outbound, the CRM can trigger templates: a follow-up after a quote, a renewal reminder, a delivery update. Handoffs appear in the CRM's inbox or task list with the full transcript, assigned by the same rules your team already uses.

The AI step should answer only from your own content, using retrieval over your pages and policies, and hand over when it is unsure. It must also respect the platform's rules: free-form AI replies are only possible within the 24-hour customer service window, and anything sent outside it must be an approved template, never generated text.

WhatsApp quality rating, messaging limits and how numbers get banned
Your number's reach depends on how recipients react to your messages. Meta's documentation says messaging limits cap how many unique users you can deliver business-initiated messages to, outside a customer service window, in a moving 24-hour period, and that limits are set at the business portfolio level and shared by all its numbers.
The tiers run from 250 for new portfolios to 2,000, 10,000, 100,000 and unlimited through automatic scaling. Moving up depends on sending enough high-quality messages; blocks, reports and ignored templates hold you back and can get templates paused. Messages inside a customer service window, when customers have written first, do not count against the limit.
Numbers get restricted or banned for predictable reasons: messaging people who never opted in, bulk-sending marketing to old lists, using unofficial automation tools, and ignoring opt-outs.
