What does a freelance software developer build for a business?
A freelance software developer writes software that exists for one business, not for the mass market. Think of the order-taking screen your dealers log into, the billing tool your counter staff use, or the dashboard that tells the owner at 9 pm how much was collected today.
Most of this is web-based software. It runs in a browser, stores data in a database such as PostgreSQL or MySQL on cloud hosting, and can be opened on a laptop in the office or a phone in the warehouse. How do you choose a freelance software developer you can rely on?
Judge a freelance software developer on how they question your process, not on the length of their technology list. Anyone can name ten frameworks. Fewer people ask what happens when a customer returns half an order, or who is allowed to delete an invoice.
On the first call, describe one real day of the process you want to replace. A good developer will interrupt with specific questions, suggest what to leave out of version one, and tell you plainly what they have not built before. Then ask to see a working system, even a demo login, rather than screenshots.
Ask directly about continuity. Software lives for years. If one person holds all knowledge of it, you depend on that person’s health and availability. What to give a freelance software developer before asking for a quote
You do not need a formal specification. You need enough detail that two developers would picture the same system. One or two pages usually do it.
Start with the people: who will use it and what each person does in a day. Then the objects: orders, invoices, items, customers, tickets. Then the flow: what happens first, what needs approval, what ends a record. Attach the sheets, forms and printed formats you use today; a photo of a filled-in paper register tells a developer more than a paragraph of description.
Finally, separate must-haves from nice-to-haves. A freelance software developer can then quote version one tightly and list the extras as optional lines. This is also where you mention anything regulatory, for example GST invoice fields, or personal data of customers that needs careful handling.

Plan for 6–12 weeks for a first version. A single-module tool with two roles sits at the short end; multi-module systems with integrations and data migration sit at the long end.

Who owns the source code, data and IP when a freelancer builds your software?
You should, in writing, from the first commit. The repository sits in an account you control, the cloud hosting and database are billed to your card, and the domain is registered in your name.
This matters more for software than for a simple website, because software holds your customer records, invoices and stock history. If the developer controls the server, they effectively control your business data. Pick boring, well-supported technology that many developers know. Your software should outlive any one freelancer, so the stack should be easy to hire for in five years.
For most business software we use a TypeScript front end (React or Next.js) with a Node.js or Python backend and a PostgreSQL database, hosted on AWS or a comparable cloud. Python with Django is a strong choice when the project leans on data processing or admin screens. Where the client already runs Laravel or another PHP system, extending it is often cheaper than replacing it.
Web app first
Runs on every device with a browser, updates instantly for all users, and avoids app store reviews. Right for most internal tools.
Add a mobile app when

Business software holds money and personal data, so security is part of the build, not an extra. At a minimum, every screen checks permissions on the server, passwords are hashed, all traffic runs over HTTPS, and every change to an invoice or stock entry is logged with who made it.

This is a hypothetical scenario to show how a freelance software developer would shape such a project; it is not a client story.
A distributor of electrical goods supplies around a hundred retailers. Orders arrive as WhatsApp photos of handwritten lists, and two staff members spend the morning typing them into the billing system. Mistakes lead to wrong deliveries and disputes.
Version one would be a dealer portal: retailers log in on their phone, search the catalogue, see their own price slab, and place an order. The distributor’s staff see a queue, confirm stock and mark dispatch. Each confirmed order exports in a format the accountant already imports. Dealers get a WhatsApp confirmation.
