Four things decide it: who builds the site, how many distinct page types it has, what it must connect to, and how much legal and content work sits around it. The number of pages matters less than people think; twenty service pages built from one template cost far less than five pages that each need a unique layout.
The builder sets the rate. A site builder shifts the labour to you. A German freelancer or agency charges German rates, which include German social insurance, office and sales costs. A remote team in India works from a lower cost base. The legal environment adds work that many other countries do not have in the same form: an Impressum, a detailed privacy policy, a consent banner that really blocks trackers until consent, and for many shops accessibility and withdrawal functions.
Finally, the quote only covers the build. Hosting, domain, email, maintenance, SEO and legal-text subscriptions continue every year. A realistic budget for website development cost in Germany therefore has two numbers: the one-off build and the yearly running cost. The sections below go through both.
Website development cost in Germany by route: four ways to get a site
Each route suits a different kind of business and produces a very different website development cost in Germany. Pick by the result you need, not only by the first price you see.
Route 1: site builder (Wix, Jimdo, Squarespace)
You pay a monthly plan and build the site yourself. Jimdo is based in Hamburg and popular with German small businesses. Cost is low in money and high in your time; design freedom, speed tuning and data control are limited, and moving away later means rebuilding.
Route 2: local freelancer
One person designs and builds, often on WordPress. Good freelancers offer personal service and German-language copy. Capacity is limited to one person, so holidays and illness pause your project, and specialist skills such as shop integrations may be missing.
Route 3: German web agency
A team with project manager, designer, developers and often copywriters. The highest price, and the most complete service: workshops, branding, photography, native German content. Worth it for large relaunches and brands with high design demands.
Route 4: remote freelance team
A small team outside Germany, such as ours, building custom sites at a lower cost base. You supply or approve German texts and work by video call. Suits businesses that know what they want and care about solid code, speed and ownership.
When is Wix or Jimdo enough for a German business?
A site builder keeps website development cost in Germany at its lowest, and it is enough when your site is small, rarely changes structure, and exists mainly so customers can find your phone number, opening hours and services. A hairdresser, a one-person consultancy or a holiday flat can do well with one.
The limits show up with growth. You cannot fully control page speed, structured data or how scripts load, which affects SEO and consent. Some features require extra paid apps from the builder's marketplace. Legal compliance is your job: builders offer consent and legal-page tools, but you must configure them correctly, and self-hosting fonts or blocking embedded maps until consent is not always straightforward.
Switch to a custom site when you need more than about twenty unique pages, a shop with German legal features, integrations with booking or CRM tools, or search visibility in a competitive market. Why does an agency relaunch cost so much more?
Because an agency relaunch sits at the top of website development cost in Germany for a reason: it includes much more than code. A typical German agency relaunch involves workshops with stakeholders, brand and design concepts, copywriting, photography, a content migration, SEO redirects, legal review coordination, training and a project manager for the whole period. Each of those is paid work at German rates.
There are also structural reasons. Agencies pay employer social contributions of roughly a fifth on top of gross salaries, plus office rent, sales and non-billable time between projects. Those costs have to be covered by the day rate. None of this is wrong; it is the price of a full-service local partner.

Website development cost in Germany rises for an online shop because it carries more features and more legal duties. Beyond product pages and checkout, a German shop needs AGB, a Widerrufsbelehrung, an order button labelled along the lines of "zahlungspflichtig bestellen", unit prices where the price rules require them, VAT display, shipping information and, since June 2026, an electronic withdrawal function.
Platform choice changes the cost shape. Shopify has a monthly plan and app fees but little hosting work. Shopware and WooCommerce give more control and no per-sale platform fee on self-hosted setups, but need hosting and more maintenance. B2B needs such as customer-specific prices push you towards Shopware or a custom build.

Which legal line items does a German website need?
Legal work is a fixed part of website development cost in Germany. Almost every commercial German website needs three things: an Impressum, a privacy policy and a correctly configured consent mechanism. These are real line items in the budget because they involve both text and technical work.
- Impressum: section 5 of the Digitale-Dienste-Gesetz (DDG) requires commercial digital services to give name, address, contact details and, where relevant, register, VAT ID and professional details, easy to find and directly reachable.
- Datenschutzerklärung: a privacy policy under the GDPR describing every tool that processes personal data on the site.
- Consent: section 25 of the TDDDG allows storing or reading information on the user's device only with consent, unless it is strictly necessary for the service the user asked for.
- Processing agreements (AVV): with the host, email provider, analytics and form tools that handle personal data for you.
- For shops: AGB, withdrawal information and function, order button wording, price and shipping information.
- For consumer services online: accessibility under the BFSG, unless a microenterprise exemption applies.

How much does DSGVO compliance add to website development cost in Germany?
Less than people fear when it is planned from the start, more when it is retrofitted. Most of the work is choosing and configuring tools so that personal data does not leave the site without a legal basis.
Typical items: fonts served from your own server instead of loaded from Google's servers, a practice many German site owners adopted after the Munich Regional Court (LG München I) ruled in January 2022 that dynamically loading Google Fonts had violated a visitor's rights; maps, YouTube videos and social embeds that load only after a click or consent; a consent banner with an equally easy reject option; analytics configured for consent; contact forms that collect only the fields you need; and hosting in the EU with a processing agreement.

Does the BFSG accessibility law change the website budget?
For businesses that sell to consumers online and are not microenterprises, yes. The Barrierefreiheitsstärkungsgesetz has applied since 28 June 2025, and its practical yardstick is WCAG 2.1 AA through the European standard EN 301 549.
On a new site, accessibility adds modest effort when it is part of the design system from day one: correct headings, labels, contrast, keyboard use and screen-reader testing. On an old shop built with a page builder, fixing accessibility can cost more than a clean rebuild, which is a real factor in website development cost in Germany right now.

Website development cost in Germany does not stop at launch, so plan for a yearly running budget alongside the build. It covers the things that keep the site online, secure and legal.
- Domain: a .de domain registered through a registrar, renewed yearly.
- Hosting: shared hosting for small sites, managed or cloud hosting for shops and busy sites, ideally in a German or EU data centre.
- Email: business mailboxes, often through Microsoft 365, Google Workspace or a German provider.
- Licences: premium themes, plugins, shop apps, consent tools and legal-text services.

How do you read a German website quote (Angebot)?
Read it position by position, check whether prices are net or gross, and look for what is excluded. A German Angebot is usually structured as numbered positions (Positionen) with quantity, unit and price, followed by a net total, VAT at 19% and a gross total.
Watch for these points. A "Pauschale" is a lump sum for a defined item; make sure the definition is clear. Hourly positions (Stundensatz) need an estimate and ideally a cap. "Zzgl. MwSt." means VAT comes on top. Payment terms (Zahlungsbedingungen) set the instalments. Acceptance (Abnahme) defines when the work counts as delivered. Usage rights (Nutzungsrechte) matter because German copyright law grants usage rights rather than transferring copyright itself, so the quote or contract should say you get the rights you need, including to the source code.
Also check the validity period (Gültigkeit), the number of design correction rounds, whether content entry is included, and who pays for licences. A cheap Angebot often leaves content, legal pages or licences out. Comparing offers position by position is the only fair way to compare website development cost in Germany across suppliers.
How do you compare a EUR quote with a USD quote?
Convert the USD total at the current exchange rate, add the transfer cost, and compare it with the German quote on the same basis, meaning net against net. Then look at the scope, not only the number.

If the project runs over several milestones, the exchange rate can move between payments; for a short website project the effect is small, for a long software project it is worth noting.
VAT treatment differs between a German supplier and a foreign one. A German supplier adds German VAT; for services bought from abroad, different rules can apply to your business.
