By finding which plugin, theme or PHP change triggered it, usually from the error logs or the recovery email WordPress sends to the admin address. Most critical errors follow an update or a hosting change.
The safe sequence: take a backup of the broken state, read the logs, disable the faulty component, restore the site, then fix or replace that component on a staging copy before it goes live again. Guessing by deactivating everything on the live site can cause new problems.
