It is honest when both sides track time carefully, but the total is unknown until the end, and a slower developer costs you more. A single lump-sum quote gives a number but hides how it was reached, so you cannot tell what to cut if it is too high. An itemised milestone quote lists each feature with its price, groups them into stages, and ties each payment to something you can install on your own phone.

Start from the problem, not the feature list. Write one sentence on what the app must let a user do, then build the budget outward from that core action.

- Step 2: List every screen needed for that action only. This is your version one.
- Step 3: Add the roles who manage it (salon owner, staff) and what they need to see.

How to compare two freelance app developer quotes fairly
Put the quotes side by side as deliverables, not totals. A cheaper number that omits the admin panel or store publishing is not cheaper; it is smaller.
Check whether each quote covers both Android and iOS, and whether “iOS” includes publishing, which needs a Mac build pipeline and Apple's review. Look for the backend: some quotes assume you already have one. Look for the admin panel, testing on real devices, store listings and screenshots, and a support period after release. Then check terms: who owns the source code, whose name the store accounts are in, and how changes are priced.
If one quote is far lower than the rest, ask what it excludes and whether it reuses a purchased template. Templates are fine when disclosed and properly licensed; they are a problem when they are presented as custom work and cannot be changed easily later.
