Choose hourly when the work is genuinely open-ended: debugging an unfamiliar old site, investigating a performance problem, or making many small edits whose number you cannot predict. In those cases a project price would either be padded for risk or turn into arguments about scope.
A sensible middle path
Pay for a short discovery phase to write the scope, then move to a project price for the build. You spend a little to avoid guessing a lot.
If you do pay hourly
Ask for a weekly cap, a time log with task names, and an estimate range before each chunk of work. Stop and review if the range is exceeded.

Why freelance web developer rates differ between India and other countries
Rates in the USA, UK, Australia or Europe are generally higher than in India for the same scope, mainly because of living costs and local market expectations, not because the code is different. A well-built website from India uses the same frameworks, hosting and search practices as one built in London.
What international clients should check is not the rate but the working setup: overlap hours for calls, written scope in plain English, milestone payments through a traceable method, and code and accounts held in the client’s name. Those controls matter far more than the currency.

How to compare freelance web developer quotes that look nothing alike
Comparing three quotes by their totals is like comparing three restaurant bills without seeing what was ordered. Normalise the scope first, then compare prices.
Start by sending every candidate the same written brief. When quotes arrive, copy them into one sheet with a row per deliverable: number of page designs, total pages, who writes content, features, integrations, SEO setup, hosting setup, revision rounds, support period and ownership terms. Mark each cell as included, excluded or unclear. Ask each developer to fill the unclear cells. Only then add up what it would cost to bring every quote to the same scope.
The cheapest quote often stops looking cheapest at this point, because it excluded content, support or SEO setup that the others included. Occasionally it stays cheapest, and then you have found a good deal rather than a risky one.

A developer’s rate pays for their work. A live website or app also needs services you pay to other providers, and a good quote lists them so you are not surprised in month two.

Marketplace rates vs hiring a freelance web developer directly
Freelance marketplaces such as Upwork, Fiverr and Freelancer.com make it easy to find people and offer payment protection features. They also charge fees, typically on the freelancer’s earnings and often on the client’s payments too, and fee rules change over time. Those fees are one reason marketplace rates can be higher than the same person would quote directly.
Hiring directly removes the platform fee but also removes the platform’s escrow. You replace it with your own controls: a written scope, milestone payments tied to things you can see on a staging link, and accounts in your name from day one. With those in place, direct hiring is at least as safe.

GST, invoices and taxes on freelance web developer rates
Ask every developer whether their rate includes GST and what kind of invoice they will issue. A freelancer registered for GST adds tax to the invoice for Indian clients, and a GST-registered business can usually claim that as input tax credit. A freelancer below the registration threshold may not charge GST at all, which makes their headline rate look lower even when the work costs the same.
For overseas clients, services exported from India are treated differently for GST, and the developer should be able to explain their billing clearly. When low freelance web developer rates cost more later
A low rate is not a problem by itself. Small projects, simple needs and new freelancers building a portfolio can all produce honest low quotes. The trouble starts when the low number comes from skipping things you will need anyway.
Watch for quotes that rely on pirated themes (a common source of malware), register the domain in the developer’s name, include no backups, leave out mobile testing, or end support on launch day. This is a hypothetical example to show the comparison method, not real quotes from real people.
A physiotherapy clinic sends one brief to three developers: ten pages, online appointment requests, a WhatsApp button, Google Business Profile link and basic SEO. Quote A is the lowest single total. Quote B is in the middle and itemised. Quote C is the highest and billed hourly with an estimate range.
Put into a comparison sheet, Quote A turns out to exclude content writing, mobile testing and any support after launch, and registers the domain in the developer’s name. Quote B includes three layouts, SEO setup, a month of fixes and handover of all accounts. Quote C includes everything B does plus custom illustrations, but the final total depends on hours.
