Four things decide most of the price: how many types of user the app serves, how much logic lives on the server, which outside services it connects to, and who builds it. Screen count matters less than people expect; a 30-screen app with one user type can cost less than a 15-screen app with three roles and live tracking.
When founders ask about mobile app development cost in Dubai, they often have a single app in mind. In practice, most commercial apps are a small system: the customer app, a backend that holds the data and rules, an admin panel for staff, and sometimes a second app for drivers, vendors or service providers. Each is a separate piece of work with its own testing.
The builder's structure is the fourth factor. A Dubai agency prices in office rent, visas, sales staff and project managers; a remote team prices in fewer layers. Cleaning, car wash, maintenance, beauty at home. Customer and provider apps, job dispatch, provider location, ratings and cash or card collection. Dispatch logic is the main cost driver.

Yes. Building natively means two codebases (Swift for iOS, Kotlin for Android) and roughly two sets of feature work, while Flutter or React Native builds both from one codebase. For most business apps, cross-platform cuts the build and the yearly maintenance without users noticing a difference.
Where native still earns its extra cost: apps that lean heavily on device hardware (advanced camera processing, Bluetooth accessories, AR), apps with demanding animation or games, and apps that must adopt new operating-system features on release day. For booking, delivery, marketplace, loyalty and internal staff apps, cross-platform is the sensible default.

Why the backend and admin panel are half of an app budget
The part of an app users never see often takes as much work as the part they do. The backend stores accounts and orders, enforces rules (who can cancel, when a refund is allowed, which rider gets the job), sends notifications and connects to payment, map and SMS providers. The admin panel is how your team runs the business day to day.
Quotes that look surprisingly cheap often assume a thin backend: a hosted database with little server logic and no proper admin panel. That can be fine for a prototype. For a business, it usually means staff editing data in a raw database console, or a second project a few months later to build the dashboard nobody priced.

For simpler apps we may use a managed backend such as Firebase to keep hosting and build cost down; for apps with complex rules, reporting or integrations we build a custom API on a standard stack and host it in your cloud account. Which integrations raise app development cost in Dubai the most?
Payments, live maps and tracking, and connections to your existing business systems add the most. Each needs setup, error handling and testing against the provider's rules, and some bring monthly usage fees that land on your bill, not ours.
Payments need card and wallet checkout through your chosen provider, refunds and receipts; marketplaces add split payments and payouts. Maps and tracking add location permissions, address search and live rider positions, billed by the map provider per request above their free allowance. SMS or WhatsApp one-time passwords are charged per message by the messaging provider. Connections to accounting, ERP, POS or CRM systems vary from simple to hard depending on whether the other system has a documented API.

What are the App Store and Google Play fees for a UAE app?
Apple charges US$99 per membership year for the Apple Developer Program, according to Apple's developer site, and Google Play charges a one-time US$25 registration fee, according to Play Console Help. Both accounts should be opened in your business name, not your developer's.
Commissions apply only when you sell digital goods or subscriptions inside the app. Apple's App Store Small Business Program offers a reduced 15% commission on paid apps and in-app purchases for developers with up to one million US dollars in proceeds in the prior calendar year, per Apple's program page. Physical goods and real-world services (food, rides, cleaning, bookings) are normally paid through your own payment provider rather than in-app purchase; check the current App Store Review Guidelines for your case.
One timing point for Android: Google's Play Console Help says personal developer accounts created after 13 November 2023 must run a closed test with at least 12 testers opted in for 14 continuous days before publishing to production. How much do hosting and third-party services cost each year?
Hosting for a new app is usually modest and grows with active users; third-party usage (maps, SMS, email, push at scale, AI calls) is often the bigger variable. Both are billed to your own accounts, so you see real usage rather than a marked-up bundle.
A booking app with a few hundred daily users can run on small managed services. A delivery platform sending location updates every few seconds needs more careful sizing. If you want servers close to your users, Amazon Web Services lists a Middle East (UAE) Region, code me-central-1, in its official region table; other large clouds also have Gulf regions. Keeping data in the UAE is a choice for you and your adviser to make, particularly for sensitive data.

What is a realistic yearly maintenance budget for a mobile app?
Plan for maintenance every year the app is live. Apple and Google release new operating-system versions annually, store policies change, libraries need updates and users find edge cases. An app left alone for a year often breaks on new devices or gets flagged by the stores.

Why are Dubai app development quotes higher than offshore ones?
Mostly because of overhead: Dubai office rent, visas and salaries at local rates, sales and account-management staff, and in some cases subcontracting margins. Those costs are real and they buy things (in-person workshops, local presence, one contract), but they are not extra engineering.
An offshore team working remotely carries far less of that overhead, so the same scope can be quoted lower. What you should check with any offshore team is not the rate but the risks: communication, code quality, who holds the store accounts, and what happens if the one person you spoke to disappears. Our app builds usually take 6–10 weeks from approved quote to store submission, longer for multi-sided platforms. Compressing a timeline rarely reduces total cost; it usually means more people in parallel and more coordination.
Time goes into discovery and screen design (about the first two weeks), backend and app development in parallel, admin panel, integration testing, store preparation and review. The biggest source of delay is not coding but decisions and content: undecided business rules (cancellation windows, refund policy, delivery radius), missing copy or translations, and late access to payment and developer accounts. Does an Arabic version increase app development cost in the UAE?
A bilingual English and Arabic app adds moderate work: right-to-left layouts, mirrored icons and navigation, Arabic fonts, and testing every screen in both directions. It is far cheaper to plan from the start than to add after launch.
Both Flutter and React Native support right-to-left layouts, but custom components, charts, maps and date pickers need individual checks. Numbers, dates and currency formatting also need decisions: Western or Eastern Arabic numerals, Gregorian or Hijri dates where relevant.

Suppose a home-cleaning business in Dubai wants customers to book cleaners by the hour, pay by card or cash, and rate the cleaner afterwards. This is a hypothetical scenario to show how an estimate is built, not a past project.
