The honest test of a tier: can the provider tell you, in writing, what will exist on your site at the end of the quarter that does not exist now? If not, the tier name is doing the selling.

Choose local if customers come to you or you serve specific emirates or neighbourhoods; national if you sell a service anywhere in the UAE or the GCC with no map-pack intent; ecommerce if most revenue comes from online orders. Many businesses need a blend, but one type should lead.
Local packages centre on the Google Business Profile, reviews, directory citations and area pages for places you genuinely serve. National packages centre on topic coverage and authority: detailed service pages, guides that answer pre-purchase questions, and links from relevant UAE and industry sites. Ask for the hours or, better, the deliverables in writing, and check that they match the price and the tier. There is no universal correct number: a small site in a quiet niche needs far less monthly effort than a large bilingual site in a crowded market.
Hours alone can mislead. Ten hours spent fixing indexing problems and rewriting your three best service pages can move more leads than forty hours of low-quality directory submissions. Google's own documentation recommends using different URLs for each language version rather than switching language with cookies or browser settings, and uses hreflang annotations to understand which pages are equivalents. It also advises against automatically redirecting visitors by guessed language. The key questions: How long is the minimum term, and what happens if deliverables are missed? How much notice ends the agreement? Who owns the content, the Business Profile, the Search Console and analytics properties, and any links built? Will access be removed or content taken down at exit? A package that places your Business Profile or domain under the provider's account creates a lock-in regardless of the contract wording.

Send each provider the same brief: your site, your top services, the emirates you serve, your languages, your current lead volume and what a good lead is worth to you. Then ask each to propose deliverables for the first quarter. Proposals that come back with identical packages for every business are telling you they did not read the brief.
Weight the grid by your situation. If your site has technical problems, the provider who will implement fixes (not just list them) should score highest. What do “guaranteed rankings” and “unlimited keywords” in an SEO package really mean?
They usually mean the package is designed to be sold, not to deliver. Google's Search Central documentation says plainly that no one can guarantee a #1 ranking on Google, and warns against SEOs who claim to guarantee rankings or a special relationship with Google.
“Unlimited keywords” normally means unlimited tracking, which costs the provider almost nothing and proves nothing. “Hundreds of backlinks a month” often means automated directory or network links, which Google's spam policies define as link spam when created primarily to manipulate rankings. Those can do more harm than good.
Other warning signs: reports that only show rankings for terms you never asked about, no access to your own Search Console, content published without your review, and refusal to say where links come from. Acceptable links are ones that would make sense without Google: mentions from suppliers, partners, trade associations, local media, event pages and genuinely useful resources. Paid links, link networks and automated submissions breach Google's spam policies and put the site at risk.
For UAE businesses, realistic sources include chamber and association member directories, supplier and manufacturer dealer pages, industry publications, sponsorship or event listings, and helpful guides that others cite. Local citations (consistent business name, address and phone across reputable directories) support map visibility even when they carry little link value.

How long before an SEO package shows results in Dubai?
Expect technical and local fixes to show in Search Console within weeks, new pages to gather impressions over one to three months, and meaningful lead growth to take several months, longer in crowded sectors. Anyone promising fixed timelines for rankings is guessing.
The speed depends on the starting point. A site with indexing problems can see quick gains once they are fixed. A new domain in a competitive google.ae sector will take longer, because it has to earn trust and coverage from scratch. Seasonal sectors also need year-on-year comparisons rather than month-on-month.

Should SEO packages in Dubai cover AI search visibility?
Yes, as part of the same work rather than a separate upsell. Google's AI Overviews and assistants such as ChatGPT and Perplexity draw on pages that answer questions clearly, carry accurate business facts and are easy to crawl.
In practice this means question-led headings, short direct answers near the top of sections, consistent business details across your site and profiles, structured data where it applies, and content that states specifics (services, areas, prices where you publish them) rather than generic claims.
