In practice the split depends on your site. A five-year-old WordPress site with plugin clutter may need two months of technical cleanup before content work makes sense. A new bilingual site might be technically clean but thin, so writing and restructuring pages matter more. Read an SEO proposal as a list of commitments: anything that cannot be checked at the end of the month is marketing, not scope. A good proposal names deliverables, owners, timings and reports; a weak one names outcomes it cannot control.
Start with the audit section. Does it list real problems found on your site, or generic ones that appear in every proposal? A real audit mentions your URLs, your page templates and your Search Console data (which they can only see if you have granted access). Next, check the monthly plan. Each month should have tasks with quantities: “rewrite six service pages”, “fix 140 redirect chains”, “add FAQ and organisation schema”.
Then read the reporting section. Rank-tracking screenshots for a handful of chosen phrases are easy to produce and easy to flatter. Search Console clicks, impressions and pages gaining traffic are harder to fake and more useful. Finally, read the contract terms: minimum length, notice, who owns the content, and what happens to accounts and links when you leave.
Green flags

Can an SEO company in Dubai guarantee first-page rankings?
No. Google’s own guide on hiring an SEO states plainly that no one can guarantee a #1 ranking on Google, and warns against anyone who claims a special relationship with Google or offers “priority submit”. Read it yourself on Google Search Central.
So why do ranking promises still appear in proposals? Usually one of three reasons. The promise covers obscure phrases nobody searches for, so it is easy to meet. Or the “guarantee” is really a refund clause with conditions that are hard to trigger. Or the provider plans aggressive tactics, such as bought links, that might move rankings briefly and then leave your domain carrying the risk.
What can honestly be promised? Specific work, done on time, measured transparently. A reasonable SEO company in Dubai can commit to fixing named technical errors, publishing a set number of improved pages, and reporting on Search Console data every month. It can also give you an informed estimate of which searches are realistic in six to twelve months, based on who currently ranks and how strong their pages are.

A useful SEO report answers three questions: what was done, what changed in Google’s data, and what happens next. Google Search Console should sit at its centre, because it is Google’s own record of your clicks, impressions, click-through rate and average position.
The Search Console Performance report shows those four metrics by query, page, country and device. For a UAE business, filtering by country matters: a site can gain impressions in India or Pakistan that bring no customers, while UAE traffic stays flat. Page-level data also matters more than site totals, because it shows which pages are gaining and which are losing.

Choose a local SEO company in Dubai when you need heavy Arabic content production, PR and media relationships, or regular face-to-face workshops.
Signs that your problem is technical: Search Console shows many pages “crawled, currently not indexed”; the site is slow on mobile; duplicate pages compete for the same search; a redesign lost traffic; or the site runs on a builder that cannot output clean titles, headings or schema. In those cases the fix is development work, and paying a content-heavy retainer before the foundations are sound wastes money.

Most UAE business sites share a handful of technical problems: slow mobile pages, broken bilingual set-ups, and pages built for design rather than for search. Fixing them is where a developer-led SEO team adds the most.
Bilingual sites are the biggest source of trouble. Arabic and English versions often lack proper hreflang tags, or the tags point one way only. Google’s documentation on localised versions says that if page X links to page Y, page Y must link back to page X, otherwise the annotations may be ignored. Codes also need the right format, such as en-AE and ar-AE, combining an ISO 639-1 language code with an ISO 3166-1 region code.
Speed is next. Heavy sliders, uncompressed hero videos and page builders with dozens of scripts are common. Google’s Core Web Vitals guidance sets good thresholds at a Largest Contentful Paint within 2.5 seconds, Interaction to Next Paint of 200 milliseconds or less, and Cumulative Layout Shift of 0.1 or less, measured at the 75th percentile of page loads.
Other regular fixes: JavaScript-rendered content that Google sees late or not at all, listing pages that create endless filtered URLs, missing structured data, and old URLs that were deleted in a redesign without redirects.
Is link building by an SEO company in Dubai safe?
Earned links are safe; bought links are not. Google’s spam policies define link spam as creating links primarily to manipulate rankings, and list buying or selling links for ranking, including exchanging goods or services for links, as a violation. Sponsored links are acceptable only when marked with rel="sponsored" or nofollow.
That matters in the UAE, where guest-post packages and “high-authority backlinks” are widely sold. A proposal that promises a fixed number of links each month from unnamed sites is usually describing paid placements. They might lift rankings briefly; they can also leave you with a problem that outlasts the contract.
What works instead is slower and more specific. Suppliers and partners who already work with you can link to you. Industry associations, chambers of commerce and free-zone business directories may list members. Useful resources, such as a clear guide to a regulation or a cost breakdown, attract natural mentions. Local press coverage comes from genuine news, not from paid packages.

AI search tools draw on pages that answer questions clearly, so the same work that helps classic SEO helps AI visibility: direct answers, clean structure, and facts that can be quoted. No provider can guarantee a mention in an AI answer, just as nobody can guarantee a ranking.
For a UAE business, practical steps include writing an answer-first paragraph under each question heading, keeping service, price and area information consistent across your site and Business Profile, adding structured data such as Organization, LocalBusiness, FAQ and Product where it genuinely fits, and making sure important content is in the HTML rather than hidden behind scripts.
Pages that cite named sources, such as a regulator or official documentation, tend to be more quotable than pages full of vague claims. So do tables that compare options, and short definitions. This page itself follows that pattern: question headings, a direct opening sentence, then detail.
Be careful with anyone selling “AI SEO” as a separate secret product. Most of it is the same good practice under a new label. Ask what they will change on your site, and how they will measure it.

Choose the SEO provider whose answers are specific, whose reports come from your own accounts, and whose people can explain what they will change on your site. Google’s own hiring guide suggests a similar list of questions.
Google recommends asking for examples of previous work, whether the provider follows Google Search Essentials, what results they expect and over what time frame, how they measure success, what experience they have in your industry and region, and how you will communicate. Add a few UAE-specific questions of your own:
