Yes, indirectly but clearly. Google gives no points for pretty colours, yet design decides how fast a page loads, whether it shifts while loading, whether search engines can read the text and whether visitors stay. Those things matter, and nobody can honestly promise a ranking on top of them.
The design choices that help most:
- Real headings in a sensible order, one H1 and then H2s for each section, rather than styled images

Who owns the design files, fonts and photos after a website designer in Lucknow finishes?

This is an illustration, not a past client and not a promise of results. Say a family catering business in Mahanagar cooks Awadhi menus for weddings, office lunches and Eid gatherings.
