What is a WhatsApp bulk message API?
A WhatsApp bulk message API is the official way for a business to send the same approved template, personalised per person, to many opted-in customers from software rather than a phone. In practice it means Meta's WhatsApp Business Platform, usually through the Cloud API.
Messages started by the business, outside a conversation the customer opened, must use templates that Meta has approved. Each template has a category (marketing, utility or authentication), fixed text with variables such as the customer's name or due amount, and optional buttons. Your software fills the variables for each recipient and sends one API call per person; "bulk" is the software looping through your list within Meta's limits.
This is very different from the "bulk WhatsApp sender" programs and browser extensions sold widely online. Those automate an ordinary WhatsApp or WhatsApp Business app account to type and send messages as if a person were doing it. That breaks WhatsApp's terms, gives you no reliable delivery data and commonly ends with the number being banned. Why do numbers get blocked when sending bulk WhatsApp messages?
Numbers get blocked when they message people who never asked to hear from them, send repetitive unwanted content, or use unofficial automation. Recipients block and report, WhatsApp's systems notice, and the number is restricted or banned.
On the official platform the same logic applies in a more measured way. Meta's opt-in guidance says its systems will rate-limit businesses whose quality stays low for a sustained period, and that user blocks and reports feed into policy enforcement. Template quality ratings drop with negative feedback and low read rates. So the platform does not protect you from bad practice; it just gives you signals early enough to correct course.
The practical lesson: the API is not a loophole for messaging bought lists. It rewards businesses that message people who expect to hear from them, about things they care about, at a sensible frequency. Everything in the setup below, from opt-in capture to pacing, is designed around that.
How to collect WhatsApp opt-in properly
Ask clearly, record it, and honour opt-outs. Meta's opt-in guidance says businesses must obtain opt-in before messaging people on WhatsApp, state clearly that the person is opting in to receive messages, and name the business they will hear from.
The same guidance allows opt-in through channels such as your website, SMS, an IVR flow or in person on paper, and asks businesses to give clear instructions for opting out of specific message categories and to honour those requests. - Website and checkout: an unticked checkbox that says your business name and what messages to expect, such as order updates and offers.
- At the counter: a QR code that opens a chat with a pre-filled message like “Yes, send me offers”, which is itself a clear signal.
- Click-to-chat links and ads: customers who message you first open a conversation; asking them to confirm offers keeps it explicit.
- Existing lists: old phone numbers from billing are not automatic permission. Use another channel you already have to ask first.
- Opt-out: a “Stop offers” quick-reply button on marketing templates, with the contact removed from marketing lists automatically.
Marketing vs utility templates: getting them approved
Use utility templates for updates a customer expects about something they did (order shipped, payment due, appointment tomorrow) and marketing templates for offers, launches and re-engagement. Categorise honestly: Meta reviews templates and can reclassify them.
Approval goes faster when a template reads like a genuine message from your business: clear who is writing, a specific reason, variables in sensible places, and no misleading urgency. Common rejection causes are vague text with a variable at the very start or end, content that looks like a utility message but is really promotional, and formatting that hides what the message is about.

Your messaging limit is the number of unique people you can reach with business-initiated template messages in a rolling 24-hour period. Meta's documentation lists the levels as 250, 2,000, 10,000, 100,000 and unlimited.
Two details matter for bulk sending. First, Meta states that limits are calculated and set at the business portfolio level and shared by all phone numbers in that portfolio, so adding a second number does not double your reach. Second, the limit counts unique recipients outside the customer service window; replies inside a conversation the customer opened do not use it up.
To move from 250 to 2,000, Meta's documentation describes paths such as completing business verification, or delivering 2,000 messages outside customer service windows to unique users within 30 days using high-quality templates. Above that, scaling is automatic when you keep quality high and use at least half your current limit within seven days. What is WhatsApp quality rating and how do you protect it?
Quality rating is Meta's signal of how recipients react to your messages. Meta's template documentation describes ratings of high (green), medium (yellow) and low (red), driven by negative feedback such as blocks and reports and by low read rates.
Low quality has real consequences: the documentation says ratings feed into template pacing and pausing, and a template can stop delivering until it is back to approved status. A business-wide pattern of low quality can hold back limit increases or trigger rate limits. Quality is therefore the single most important number in any WhatsApp bulk message API campaign.
- Send to engaged segments first; test new templates on your most loyal customers before wider lists.

Sending bulk WhatsApp messages from a CSV or Google Sheet
Each row in your CSV or Sheet becomes one message: the phone number goes in one column, and other columns fill the template's variables, such as name, product, amount or date. The sender checks every row before anything goes out.
Validation matters more than the send button. The Cloud API sends status updates to your webhook as each message moves through sent, delivered and read, or fails with an error. Storing these per message gives accurate campaign reports rather than estimates.

Read receipts depend on recipients' privacy settings, so treat read counts as a lower bound, not a perfect figure.

How much does a WhatsApp bulk message API cost in India?
There are two costs: our one-time setup, which starts at ₹40,000, and Meta's per-message charges, billed to your WhatsApp Business account. Meta's pricing documentation says per-message pricing took effect on 1 July 2025, with charges applied when a template message is delivered.
Under that model, marketing, utility and authentication templates are charged at rates that vary by category and by the recipient's country, while service messages, meaning non-template replies inside the 24-hour customer service window, are free. Utility templates sent inside an open customer service window are also free. Cloud API sender, BSP panel or custom campaign tool?
Choose a ready-made provider panel if you want a subscription tool and are happy with its features; choose a direct Cloud API setup built for you if you want control over data, costs and integrations, and no per-seat subscription.
Provider panels are quick to start and include a campaign screen, but you rent them, data sits on their servers, and extra fees may be added to Meta's charges. A middle path suits a lot of small businesses: a lightweight sender driven by a Google Sheet, plus reports, without a full panel. WhatsApp bulk messaging red flags to avoid
Most problems come from sellers promising what the platform does not allow. If an offer sounds too easy, it is usually unofficial or unsafe.
- “No template approval needed.” Business-initiated messages on the platform need approved templates; skipping that means an unofficial tool.
- “Send to any number, unlimited, from day one.” Limits start low and grow with verification and quality; unlimited on day one is not how the platform works.
- Bought or scraped lists. These produce blocks and reports quickly and have no opt-in record.
- Your number registered in someone else's account. Insist the WhatsApp Business account and business portfolio are in your name.
- No opt-out handling. Without a clear way to stop messages, recipients report instead.
- Hidden markup on Meta's charges. Ask whether you pay Meta directly or through a reseller, and at what margin.
How long does a WhatsApp bulk message API setup take?
A Sheet or CSV sender with reports takes about 2–4 weeks, mostly spent on account setup, verification and template approval rather than code. A multi-user campaign panel takes longer.
Week one: your number is registered on the platform, business verification is submitted, and templates are drafted and sent for approval. Week two: the sender, validation, queue and webhook reports are built and tested with your own team's numbers. Week three: a first small campaign goes to your most engaged opted-in contacts so quality and read rates can be observed. Week four: volume increases gradually in line with the messaging limit.

A hypothetical scenario to show the approach. Imagine a saree wholesaler in Surat with several thousand retailer contacts collected over years from billing records, trade fairs and phone orders, who has been sending catalogues through an unofficial sender and has already lost one number.
The first step is not sending; it is permission. The wholesaler uses its existing channels (salespeople's calls, invoices and the trade-fair QR code) to ask retailers to opt in to new-catalogue messages, and records each yes.
