Flutter is Google’s open-source UI toolkit, and its own documentation describes it as a way to “build beautiful, multiplatform apps from a single codebase”. That single codebase is where the saving comes from.
A realistic quote has more lines than people expect. Screens are only the visible part. The most reliable way to estimate Flutter app development cost in India is to count unique screens, not features. “Order food” sounds like one feature; in the app it is a menu, item detail, cart, address picker, payment, order status and order history, which is seven screens with their own states.
We group screens into three weights. A light screen shows data and has one action, like a static “about” page or a notification list. A medium screen has a form or filters, like sign-up or search. A heavy screen has live data, maps, payments or complex rules, like live order tracking. Heavy screens can take three or four times the effort of light ones.
Before you ask anyone for a price, sketch every screen on paper, even as boxes, and number them. Then mark which ones repeat with different data (one product page template serves a thousand products). This one exercise usually trims the estimate, because founders spot screens they do not need yet.

Firebase keeps the first build cheaper; a custom API keeps a growing business in control. After screen count, this choice moves Flutter app development cost in India more than anything else. Firebase gives a Flutter app login, a database, file storage and push notifications without writing a server, which removes weeks from a first version.
Firebase’s pricing page lists a no-cost Spark plan that needs no payment method and a pay-as-you-go Blaze plan. At the time of writing, the no-cost tier includes 50,000 Firestore document reads a day and 50,000 monthly active users for Authentication. For a local shop, a coaching institute or an early MVP, that is often months of free running.
A custom API, usually Node.js or Python with PostgreSQL, costs more upfront because we build the server, admin panel and hosting ourselves. It pays off when you need complex reports, strict data rules, integration with Tally or an ERP, or predictable monthly bills at scale. Firebase charges per read and write, so a chatty app with many users can outgrow it.
Pick Firebase when
You want the app live fast, data is simple (users, orders, posts), there is no heavy reporting, and early usage is uncertain.
Pick a custom API when
You need an admin web panel with roles, accounting or ERP sync, complex search or reports, or data that must stay on servers you choose.

Start on Firebase with a clean data layer in the Flutter code, so moving to your own API later means changing one layer, not the whole app.
What does it cost to publish a Flutter app on Google Play and the App Store?
Publishing a Flutter app costs US$25 once for a Google Play developer account and US$99 a year for the Apple Developer Program. Both fees are paid by you, into accounts registered in your name, and they are separate from our development quote.
Google’s Play Console Help states the US$25 is a one-time registration fee. It also sets a testing rule that surprises many first-time owners: personal developer accounts created after 13 November 2023 must run a closed test with at least 12 testers opted in continuously for 14 days before applying for production access. Organisation accounts avoid this step but need business verification, so plan two to three weeks for Play either way.
Apple’s membership page lists the US$99 annual fee and offers fee waivers to eligible nonprofits, accredited educational institutions and government entities. Membership includes TestFlight for beta testing and App Store Connect for submissions. Apple reviews each build by hand, so we budget time for questions from its reviewers.

When do the Flutter savings disappear?
Flutter savings disappear when most of the app’s value lives in native platform features rather than in screens. If the hard part of your product is Bluetooth control of a medical device, AR try-ons, CarPlay, Apple Watch companions or home-screen widgets, a large share of the code has to be written natively anyway.
The second case is heavy custom animation and graphics. Flutter handles smooth transitions and charts well, but a product built around a 3D scene, a game loop or a video editor fits a game engine or native frameworks better. Forcing it through Flutter adds workaround hours that erase the one-codebase advantage.
The third case is quieter: when you only need one platform. If the Android-first decision is clear for your market and iOS is years away, a native Android app is a fair choice and Flutter’s main benefit is simply future flexibility. Choose Flutter when you want the UI to look identical on every phone, including older budget Android models, and when your future web needs are modest. Choose React Native when you already have React web developers who will maintain the app, or when you plan to share logic with a React website.
What changes cost far more than the framework is the backend, the screen count and the number of integrations. StatCounter’s figures for August 2026 put Android at about 92.8% of mobile OS share in India, and a large share of those devices have limited RAM and storage. We keep app size down, avoid heavy images and test on an inexpensive phone, not just a flagship.
The second is payments. Indian customers expect UPI first, then cards and wallets, and they expect the app to handle a payment that succeeds on the bank side but times out in the app. That reconciliation logic is a real line in the quote, not an afterthought.

The second is a “ready Flutter template” sold as custom work. Templates are fine when disclosed and when the licence allows your use. They are a problem when the code is tangled around demo data and every change becomes a fight with someone else’s structure. The third is ownership held back: “we will publish from our account and transfer later”. The fourth is no mention of testing on real phones. The fifth is a promise of a top store ranking. Nobody controls store rankings, just as nobody can guarantee Google rankings.
