Two quotes for “a website” can differ several times over and both be fair, because each assumes a different scope. The fix is to break every quote into the same lines before comparing totals.

Who buys the domain? What happens after launch? Each answer shifts the website developer cost, and a quote that silently assumes “no” to all of them will look cheap until the extras arrive.
So this guide treats website developer cost as a set of parts. Once you know the parts, you can hand the same list to anyone and get quotes you can actually line up. It also shows which parts are one-time and which recur every year, which matters more to your budget than the launch figure alone.

Almost every website quote is built from the same ten items. Some are tiny, some carry most of the budget, and a few are paid to other providers rather than the developer.

Consider two routes for a 20-page site. Route one uses five page templates: home, service, about, contact and a blog post layout. Twenty pages reuse them with different text. Route two gives almost every page its own layout with custom animation and sections. Route two might look richer in a mock-up, but it multiplies build and testing time, and every future edit becomes a small design job.

The build is paid once; domain, hosting, email and optional upkeep repeat. Budget the first year and the second year separately, because they look very different.
In year one you pay the build, the domain registration, the first hosting term and any mailboxes. From year two you pay only renewals, plus maintenance and SEO if you choose them. Watch for two traps. First, introductory hosting offers often renew at a higher rate, so check the renewal price, not the first-year banner. Anything that stores data, takes payments or needs a login moves a site from “website” to “web application” pricing. That is the single biggest jump in website developer cost.
A static business site with pages, an enquiry form, a WhatsApp button and a map starts at ₹10,000. Add a large number of search-targeted service and location pages generated from data, and you are in SEO website territory, from ₹20,000. Add a catalogue with cart and UPI and card checkout, and it becomes an online store from ₹50,000. Add customer accounts, bookings with availability rules, or dashboards, and it is a custom web app from ₹60,000.
Smaller features also add up: multilingual pages, a blog with categories, calculators, gated downloads, event registration, job listings. Each needs building and testing on phones. None is expensive alone, but five of them can equal the base build.

For defined website builds, most developers in India quote per project; for open-ended changes, some bill by the hour or by monthly retainer. Per-project pricing puts the risk of overruns on the developer, which is usually better for you when scope is clear.

How to read a website developer quotation
A good quotation tells you what you get, what you do not get, when you get it and when you pay. If any of the four is missing, ask before accepting.
Check that the page list is explicit, not “up to 10 pages” with no names. Check that features are described in behaviour, such as “enquiry form emails the owner and saves to a Google Sheet”, not just “contact form”. Check who supplies content and images. Check the number of revision rounds. Check what happens after launch: how long support lasts and what it costs after that. Check payment stages and what each is tied to.
Finally, check ownership. The quote or an accompanying message should state that the domain, hosting and code are in your name. A cheaper quote that leaves ownership vague is often the more expensive choice over three years.

The technical SEO foundation should be included in any build; ongoing SEO is a separate monthly service. Confusing the two leads to disappointment on both sides.

A few cost items are particular to building for Indian customers. They are small individually but worth budgeting from the start.
Bilingual sites in English and Hindi, or a regional language such as Marathi, Tamil or Bengali, need translated content and language tags so Google shows the right version. Online stores need UPI alongside cards, and GST-registered sellers need invoices with GSTIN and tax lines. Most visitors browse on Android phones, often older ones, so testing on budget devices and slow connections is part of the job.
