Meta charges per delivered template message, based on its category and the recipient’s country code; Meta’s developer documentation confirms this per-message model replaced conversation-based pricing on 1 July 2025. Older articles describing “per-conversation charges” are out of date.
There are four categories. Marketing templates, such as offers and announcements, are always charged. Utility templates, such as order updates and payment reminders, are charged when sent outside a customer service window but free inside one. Authentication templates, the one-time passwords, are charged, with volume-tier discounts. Service messages, meaning your free-form replies to a customer who wrote in, are free.
