Why rankings, badges and star ratings are weak evidence
Many “top developer” lists are paid placements or rank by how much a firm spends on the listing. Star ratings on a developer's own website can be chosen selectively or invented. Award logos are sometimes from organisations that sell awards. None of this means every list is fake, but none of it tells you whether a developer will do your job well.
Marketplace ratings on Upwork, Fiverr or Freelancer.com are more useful because clients must have paid through the platform to leave them. Screenshots prove that someone can make a picture. Live sites prove that someone can make a working website. Always ask for live links, then test them yourself rather than taking anyone's word.
Open each site on a mid-range Android phone using mobile data, not office Wi-Fi. Does the first screen appear quickly? Can you read text without zooming? Do buttons and menus work with a thumb? Tap the WhatsApp or call button and see where it goes. Fill in the contact form with a test message, if the developer agrees, and ask whether it arrived.
Then run one link through Google's PageSpeed Insights and ask the developer to explain the results in plain words. You are not grading the score; you are grading whether they understand what drives it. Finally, check the footer or page source for a credit line; if a site credits a different developer, ask about it.

Process is where good and poor developers separate most clearly, and it is visible before you pay. Watch what happens after your first message.
A strong developer asks questions before naming a price: what the site must achieve, who the customers are, how many pages, who writes content, what features, what deadline. Then comes an itemised quote with lines you can remove. Then a written scope, staged payments tied to things you can see, work on a staging link, a review round, launch and handover.
A weak process looks like this: a single number within minutes, a request for full payment, no staging link, and a site that simply appears one day with no handover. Ask each candidate to describe their steps in writing. Compare the answers side by side; the differences will be obvious.

Insist that the domain is registered with your email, the hosting account is in your name and paid from your card or UPI, and the source code sits in a repository you can access. Some warning signs are serious enough that no amount of skill makes up for them. If you see any of these, walk away or slow down.

- Full payment demanded before any design or code is shown
- Domain or hosting registered in the developer's name
- Portfolio of screenshots only, with no live links
- Reviews that cannot be traced to any real client

Is the best choice a freelancer, a small freelance team or an agency?

Mobile-first layouts that work on small Android screens. Pages that load on patchy 4G. A WhatsApp click-to-chat button, because many Indian customers prefer it to forms. Ask the developer to show you where they have done each of these. A developer who treats India as a copy of a Western market will miss things that cost you enquiries.
