Ask what they actually mean by custom. Some developers call a purchased theme with your logo “custom”; others build every page from scratch. Neither is dishonest if clearly stated, but you should know which you are buying.
Then check the evidence. Open their live sites on a budget phone and run a couple through PageSpeed Insights. Look at the page source: sites built on heavy themes often show long lists of plugin scripts and stylesheets. Ask how they handle content editing, who owns the repository, and how another developer would take over if needed.

A custom build follows a clear sequence so design decisions happen before code, and code before content polish.

Next, we design a layout system on a staging link, starting with the home page and one inner page at phone width, then desktop. Who owns a custom website's code?
You should, completely. With a template you usually hold a licence to use someone else's design, sometimes with renewal fees for updates. With custom code written for you, the code itself can be yours.
We keep the code in a repository registered to you, host the site on an account in your name, and register the domain under your details. Renewals are paid from your card directly to providers. At launch you receive repository access, admin logins, DNS details and a note listing every service and its renewal date.
Any specific wording about intellectual property is agreed in your written quote. Practically, it means you can move the site to any host or hand it to any developer without asking permission.
Risks of custom websites, and how to avoid them
Custom work has its own failure modes, and it is fair to name them. The main one is dependence: if a developer writes obscure code and disappears, the next person may struggle. The fix is mainstream tools, documentation and code in your own repository.
